That is an American release, not a European release. Sure, you can buy it, but you'd end up paying shipping and import duties on it which probably wouldn't make it as viable as waiting a week or two.
With the integrated GPU, AMD may be allocating the PCI Express lanes to other things for Raven Ridge 2. This is also why we need the industry to move to Gen-Z so the CPU doesn't need to allocate specific lanes, and the bandwidth to the bus is all that matters. From there, you could configure how much bandwidth/lanes go to which slots in the BIOS, or make it dynamic based on how much is going on in your system.

so it looks like Raven Ridge 2 is DECREASING the amount of PCIe lanes for the PCIe x16 slot?
